Spectrum allocation

Today I have posted a paper on spectrum allocation and legal approach. The paper was written for the Computers, Privacy and the Constitution seminar at Columbia Law School.

The paper argues that traditional allocation does no longer make sense given the scope of technological innovation. Interference is no longer a serious problem and frequencies need no longer be exclusive in order to facilitate an efficient system.
